University Human Resources Annual Report

FY 2023-24

During the 2023-24 fiscal year, University Human Resources worked to enhance the customer service it provides employees through HRNow, our online HR service platform. In this annual report, you will read about the results of those efforts, our innovative solutions for HR-related challenges and so much more.

Here is a short list of some of UHR’s accomplishments in 2023-24:

Staff Highlights and Accolades

Four UHR employees earned Award for Excellence nominations:

Laura Cooper, Avery Tuttle, Alexa DeFalco, & Angela Nicholson.

Thirteen UHR employees completed Lean Six Sigma Yellow Belt training in 2024. All UHR employees, with the exception of ten new hires, now have Yellow Belt certification.

David Perryman, Director of Talent Acquisition and Employment, co-presented “Building Blocks of Belonging: Begin Your Employee Value Proposition Today”  with Rebecca Zuvich, Assistant Dean, Human Resources for the College of Agriculture and Life, at the CUPA-HR Spring Conference in Minneapolis.

In Nov. 2023, Ryan Bernarduci, Director of HR Information Management and Analytics, presented “How to Tell Your Story With Data” at the CUPA-HR North Carolina Chapter Conference in Wrightsville Beach, NC.

In March 2024, Ryan Bernaduci co-presented with David Perryman “Empower HR to Better Serve Your Faculty and Staff” at a ServiceNow webinar.

Special Programs and Initiatives

In January 2024, Learning and Organizational Development launched the Administrative Professionals Program, designed to empower individuals with the skills and knowledge needed to excel in administrative roles. Nineteen participants completed the inaugural course and earned the PACE Professional Administrative Certification of Excellence.

FY 2022-23 UHR Accomplishments

Categorized by NC State’s 2021-30 Strategic Plan Goals

  • In FY 23-24, UHR launched its inaugural Student Internship Program. Four UHR departments interviewed NC State students whose interests and career aspirations aligned with their units. Four students were selected, one per department, and hired into paid internship positions for the fall and spring semesters. These students were able to participate in on the job learning, develop career readiness competencies and make connections with faculty and staff on campus. This valuable experience will help them gain a competitive edge in the job market.
  • In June 2024, in collaboration with the Office of Information Technology, Learning and Organizational Development and UHR Marketing and Communications completed development of an enhanced website search feature that integrates with the REPORTER system. The purpose of this new tool is to make training opportunities easier for employees to find and register for, with a focus towards identifying mandatory and recommended training to meet occupational requirements and career development objectives. (Also supports strategic goal 5.)
    • The tool can currently track and retrieve over 55 courses within the UHR training inventory. The tool will be available as part of the new UHR website.
  • University Temporary Services continues to expand the employee talent pipeline and provides prospective employees with opportunities to start and develop careers. In FY 23-24, UTS placed 1,049 temporary employees in positions at NC State and UNC-Chapel Hill. (Also supports strategic goal 6.)
  • NC State conducted its bi-annual Employee Engagement Survey between March 25 and April 8.
    • UHR developed an Engagement Survey website, and also assisted with campus awareness of the survey through emails and the Howl You Know newsletter.
    • To assist employees with technical limitations, UHR set up several laptop survey stations across campus.
  • In FY 23-24, UHR continued to enhance and market the HRNow service platform, in a continued effort to improve and modernize the customer service UHR provides to NC State employees.
    • 527 knowledgebase articles have been published to date. 91% have been updated since July 2023, based on either internal review or customer feedback. Based on 254 customer survey responses, 61% of customers state the articles they viewed were useful.
    • 12,210 HRNow cases were created between July 2023 and June 2024. Based on 622 customer survey responses, 82% of customers rated the ease of use of the portal, and their experience with HRNow and UHR staff, were very good. 83% of customers reported their cases were resolved in a timely manner.
  • Between July 2023 and Feb. 2024, Talent Acquisition & Employment reduced the time it takes to fill an open position from 80 days to 47 days, a 41% improvement. The TA team utilized a variety of strategies to improve this recruitment process:
    • Created and hired two recruiter positions. Recruiters work on talent-competitive roles and source and engage prospective candidates for these roles.
    • Realigned Executive Search Services to be part of Talent Acquisition & Employment, to support customer recruiting and hiring needs.
    • Created a pre-recruitment process/interview with hiring managers to develop recruitment strategies for talent-competitive positions.
    • Surveyed HR partners regarding recruitment and hiring challenges to determine priorities for enhancement.
    • As part of the OneHR strategic initiative, the TA team delivered training to DASA HR staff on the university’s hiring process to the extent that they will be credentialed to approve their own hires.
  • In Sept. 2023, in an effort to increase first time resolution for employee inquiries and service requests, the UHR Service Center developed a strategic credentialing initiative and added a senior specialist role to enhance team cross-functionality. This initiative helped the Service Center increase their first time resolution of tier 1 requests and inquiries from 45% in June 2023, to 53% in June 2024.
  • In Aug. 2023, the UNC System Office announced it was moving to a single recordkeeper (TIAA) for its managed retirement plans, directly impacting over 3,000 NC State employees. UHR developed and implemented a project plan for this change, including system changes, multiple communications to impacted employees, an information website, and collaboration with TIAA and the System Office. The project concluded in April 2024 and all employee account balances were successfully transitioned to TIAA.
  • In Jan. 2024, UHR began implementing and communicating changes to chapter 300 of the UNC System Policy Manual, which included changes to certain employee categories and leave provisions. UHR developed an information webpage, conducted a thorough review of its website and materials for impacted information, and sent a communication to all employees notifying them of the upcoming changes.
  • In 2023, in partnership with University Communications and Marketing, UHR began a complete redesign of the UHR website. The purpose of the redesign is to align UHR’s website with current university technology and branding standards, promote the university as a premier destination for prospective employees, better market UHR services to the university and fully integrate the HRNow platform. The site will host content that is relevant and clear, and have a menu structure that is easy to navigate for both current and prospective employees, improving the overall user experience.     • Development of the website was completed in June 2024 and the site will launch at the beginning of the fall semester.
    • Marketing of the website to the HR professionals began in June 2024. Marketing to the broader university population will begin July 2024.
