North Carolina’s Employee Learning and Development Policy, formerly known as the Academic Assistance program, has been updated in a way that opens new doors for full-time, permanent university employees. The biggest change is the policy now covers noncredit courses, which means employees can use it to pursue professional certifications that directly support their job and department’s needs.
What Is the Employee Learning and Development Policy?
The Employee Learning and Development Policy is a workforce development program, not an automatic benefit (Note: You may still see it referenced as the Academic Assistance program on some state websites.) “If the training supports your job and your supervisor and department agree it’s a business need, the program can reimburse you for the cost,” explained Carina Lockley, who is NC State’s coordinator for the program.
Here’s how it works:
- Obtain pre-approval from your supervisor before starting the program or course.
- Pay tuition out of pocket.
- Complete the course or earn your certification.
- Show proof that you passed and paid.
- Request reimbursement within 30 days of completion of the program or course.
What’s New
Previously, the program only covered courses that counted toward an academic degree. Now it also covers noncredit courses, meaning certifications and certificate programs are fair game as long as they align with your position. For example, if you work in accounting and want to earn an accounting certificate, that’s exactly the kind of professional development this policy is designed to support.
The Details
Tuition reimbursement funds come from your department’s budget, which means obtaining your supervisor’s approval isn’t just a formality; they’re signing off on the expense. Even if you make a strong business case, your manager may decline your request if the budget isn’t there. The policy also encourages employees to prioritize state-sponsored training options when available, since they are typically more cost-effective. External providers may be used when there is not an acceptable state option.
